从话题上来说，属于环境类，水资源是一个很常见的话题，考生平时应当注意积累常见词组的表达。从类型上来说，讨论双边类的题目应该注意两种观点并不一定是针锋相对的，考生只要从合理的角度讨论各个观点，言之有理即可。
从结构上来说，可以采取四段式的写法：
段：介绍背景、引入话题、改写题目。
第二段：讨论种观点的合理性，可以从正反两面辩证地论述。
第三段：讨论第二种观点的合理性，可以从正反两面辩证地论述，增加文章的充实度。

Introduction:
Fresh water is considered as one of the most valuable resources in this planet .As water shortage has become an increasingly severe problem in many parts of the world, conflicting ideas clash in determining whether or not people should be entitled to use fresh water randomly. This essay will specifically analyze both sides.
Body 1:
Ts:一些人的观点是，随意取用洁净的水是可以理解并接受的。From some people’s point of view, it is acceptable and understandable to draw on fresh water resources at their own wills.
Ss: 首先,作为消费者，as consumers,他们已经支付了水费and are willing to pay more money for the usage of water.因此，他们可以将水用于任何用途。therefore, they can use fresh water for any purpose ranging from daily life to enterprise production.此外，这些人还可能将水资源看作是无穷尽的。Besides, some people still hold that fresh water resources are infinite and renewable.即使是那些意识到水资源短缺的人，even for those who realize the pressing condition caused by the shortage of fresh water, 他们也盲目地将希望寄托在新技术手段上，they are overoptimistic to rely on the cutting-edge technology to transform the sea water into fresh water.

Conclusion:
My view point is that 政府有正当理由采取必要措施来解决水资源危机，it is justified for the government to take necessary measures to tackle the water crisis.首先要做的就是提升公众的意识，The first step is to raise people’s awareness of water conservation,使社会大众意识到问题的严重性。只有这样才能证政策好地实施，only by this step can the government’s policies be better implemented.
